Coupling coordination degree of human resources from professional public health institutions in China from the perspective of supply and demand

Abstract:Objective To analyze the coupling coordination degree of human resources from professional public health institutions and its correlations in China during the 13th Five-Year Plan period from the perspective of supply and demand. Methods The weight value and comprehensive score of the supply and demand index system were determined by the objective weighting method and criteria importance though intercrieria correlation. The coupling coordination degree model was applied to measuring the coupling co-scheduling of human resource allocation of professional public health institutions in China from 2016 to 2020. The coupling co-scheduling was used as the parent sequence, and the supply and demand indicators were used as the comparison sequence. The generalized grey correlation degree was employed to measure the correlation degree. Results In the supply system of human resources in professional public health institutions, the weight of medical technical professionals was still the largest, with a weight of 0.6099. The coordination levels of human resource supply and demand coupling in China's professional public health institutions during 2016-2020 were at or below the primary level, and there was slight imbalance in 2016 and 2019, with the coupling coordination degree D value being 0.303 and 0.315 respectively. The coupling coordination degree D value showed an N-type growth trend. The coupling coordination level was in the middle-level transitional development stage for most of the time. Correlation analysis of the coupling coordination degree of human resources in professional public health institutions found that the comprehensive correlation degree of the mortality rate of class A and B infectious diseases was the largest (0.8022). Conclusion Health technical personnel are still the first resource in the human resource system of professionalpublic health institutions in China, and the supply and demand structure needs to be further improved. The number of public health personnel for infectious disease prevention and control should be increased; meanwhile, the control ability and level should be improved.
