Abstract:Objective To comprehensively evaluate the current status of medical and health resources allocation in 14 cities and prefectures of Hunan Province in 2022, and to provide a decision-making basis for governments at all levels in Hunan Province to optimize medical and health resources allocation. Methods The number of health institutions per 1,000 persons, the number of beds per 1,000 persons, the number of health technicians per 1,000 persons, the number of practicing (assistant) physicians per 1,000 persons, the number of registered nurses per 1,000 persons and the ratio of physician-nurse were used to comprehensively evaluate the allocation of medical resources in each region of Hunan Province by rank-sum ratio comprehensive evaluation method. Results According to the requirements of Medical and Health Service System Planning of Hunan Province during the 14th Five-Year Plan period, the annual growth rate of licensed (assistant) physicians per 1,000 persons in Hunan Province was expected to be 2.20%, with the current annual growth rate being 1.21%. The projected annual growth rate of registered nurses per 1,000 persons was 2.30%, with the current annual growth rate of 1.11%. The number of beds per 1,000 persons was expected to be 8.0, with 8.22 at present, which had met the requirements. The allocation of medical and health resources in the province could be divided into three levels, namely, Xiangtan, Changsha and Huaihua for the third level, Shaoyang, Yueyang, Loudi,Hengyang, Chenzhou, Zhuzhou, Yongzhou, Yiyang and Xiangxi Prefecture for the second level, and Changde and Zhangjiajie for the first level. Conclusion The bed resources of medical and health institutions in Hunan Province develop too fast, the growth rate of human resources is slow and the differences among regions are very great. It is necessary to optimize the allocation of health resources among regions reasonably and efficiently, and improve the fairness and rationality of allocation of health resources.
