Comprehensive evaluation of basic public health services in Nanning City basedon entropy weight TOPSIS method

Abstract:Objective To analyze the quality of basic public health services in Nanning City in 2016, and to appraise the implementation status of basic public health services in Nanning City. Methods A stratified random sampling method was used to select 3-4 primary medical institutions in each county (district) of Nanning City in 2016, and then the quality of basic public health services was evaluated. Entropy weight TOPSIS method was employed to comprehensively assess the implementation effects of eleven basic public health service projects in Nanning City. Results The highest weight indicator identified by entropy weight TOPSIS method was health education, and the entropy weight was 0.212,9. The lowest weight indicator was residents’ health records, and the entropy weight was 0.006,3. The evaluation results based on entropy weight TOPSIS method showed that Shanglin County, Yongning District and Wuming County ranked first in the districts (counties), and their Ci values, which were 0.917,2, 0.898,6 and 0.883,0 respectively, were close to the ideal value of 1. Longan County, Xixiangtang District and Gaoxin District ranked at the bottom of the list, and their Ci values, which were 0.573,6, 0.452,8 and 0.368,4 respectively, were far from the ideal value of 1. Conclusions There were regional differences and project differences in the assessment results of implementation of basic public health service projects in Nanning City in 2016. Entropy weight TOPSIS method can more scientifically and accurately evaluate the implementation status of basic public health service projects.
