Abstract:Objective To understand the current status of establishing public health emergency response plan system in second-class hospitals in Xinjiang, and to provide a basis for improving the emergency plan system. Methods Questionnaires about establishing the emergency response plan system were sent to second-class hospitals in Xinjiang, and the surveyed contents included 5 aspects, namely, the status about establishment of 12 types of emergency response plans, completeness of contents, establishment of expert groups, emergency response drills and training. The data were statistically analyzed by SPSS 17.0. Results No statistically significant difference was found in the completeness of emergency response plans formulated between second-class grade A hospitals and second-class grade B hospitals (P=0.303). 77.60% of second-class grade A hospitals and 56.67% of second-class grade B hospitals formulated the emergency response plans with comprehensive contents, and the difference was statistically significant (P<0.016). 25.60% of second-class grade A hospitals and 16.67% of second-class grade B hospitals formulated the emergencyresponseplans completely. 26.40% of second-class grade A hospitals and 10.00% of second-class grade B hospitals established expert teams regarding 12 types of emergency response. 11.20% of second-class grade A hospitals and 3.33% of second-class grade B hospitals conducted emergencyresponsetraining for employees, and 5.60% of second-class grade A hospitals and 3.33% of second-class grade B hospitals conducted 12 types of emergency response drills, without statistically significant differences (both P>0.05). The status about establishment of 12 types of emergencyresponse plans, establishment of expert teams, and conducting training and drills was comparedamong the second-class hospitals. The launching rate of plan preparation and the implementation rates of training and drills for unidentified diseases, major foodborne and waterborne diseases, major traffic accidents and major trauma were all higher in second-class grade A hospitals than in second-class grade B hospitals (all P<0.05). Conclusions The public health emergency response plan system established in the second-class hospitals inXinjiang is not comprehensive. It is necessary to improve the emergency response plans, especially in second-class grade B hospitals, and conduct training and drills so as to effectively respond to emergencies.
