Abstract:Objective To investigate and analyze the cognition and the appraisal of center for disease control and prevention (CDC) staff on performance evaluation of disease control and prevention work in Hunan Province so as to provide some guidance for subsequent performance evaluation work. Methods A self-designed questionnaire survey on evaluation of implementation effect of performance assessment in disease control and prevention centers was conducted among 309 professionals from 85 CDCs (including 1 provincial-level CDC, 14 municipal-level CDCs, and 70 randomly selected county-level or prefectural-level CDCs) in Hunan Province in September, 2015. And the implementation effect of performance assessment was evaluated with regard to the recognition, application and popularization of performance assessment results. Results Among the respondents, 61.8% considered that the results of performance evaluation could fairly and rationally reflect the job performance. 70.2% considered that it could enhance the implementation of duty and function of CDCs. 63.7% considered that it could clearly define the short-term and long-term development targets for CDCs. However, only 31.7% reflected that the results were recognized by local governments when they were provided as the evidence of striving for government supports. Conclusions The results of performance assessment of CDCs in Hunan Province are generally recognized by the staff of CDCs, but the effects on promoting government supports for CDCs’ development are not evident; and hence, the performance appraisal system needs further improvement.
