Changes in health resource allocation efficiency in Inner Mongolia Center for Disease Control and Prevention, 2009-2019

Abstract:Objective To analyze the changes in the efficiency of health resource allocation in Inner Mongolia Center for Disease Control and Prevention (hereinafter referred to as CDC), and to provide a scientific basis for further strengthening the CDC’s capacity building in disease prevention. Methods Data envelopment analysis (DEA) and Malmquist index were used to analyze the changes in the efficiency of health resource allocation in Inner Mongolia CDC. Results From 2009 to 2019, the mean values of pure technical efficiency, scale efficiency and comprehensive technical efficiency in Inner Mongolia CDC were 1.000, 0.960 and 0.960 respectively. The redundancy rate of fund investment in 2017 was the largest, with the redundancy rate being 0.353. The efficiency of health resource allocation in 2013, 2014, 2015, 2016, 2017 and 2019 was found to be non-DEA effective. The average value of the total factor productivity change index in Inner Mongolia CDC in 2009-2019 was 0.991. In the same period, the average change indexes of the total factor productivity in the east, middle and west regions were 0.995, 0.987 and 1.009 respectively. The average change index of the total factor productivity was significantly higher in the west region than in the east and central regions, and the average technological progress indexes were 0.990, 0.983 and 0.990 respectively. Conclusion Technological progress is the key to hinder the improvement of the efficiency of health resource allocation in the CDC, and there are obvious regional differences among the east, middle and west regions. Relevant departments should scientifically and rationally adjust the input-output structures of CDCs at all levels, gradually reduce information barriers, realize the sharing and integration of medical technology and medical resources, and coordinate the integrated development of health resource allocation efficiency in CDCs in the region.
