Application of Delphi method and analytic hierarchy process to building an evaluation index system of emergency response capability for public health emergencies in primary and middle schools

Abstract:Objective To establish an evaluation index system of emergency response capability for public health emergencies in primary and middle schools so as to provide a scientific basis for strengthening the construction of emergency response capability for public health emergencies in primary and middle schools. Methods Based on expert consultation and review of literatures, the evaluation index system was established by applying Delphi method two rounds to consulting 20 CDC experts, 10 leaders and 10 school doctors from primary and middle schools. Analytic hierarchy process (AHP) was applied to calculate the weight of primary indexes.Results The constructed index system consisted of 4 primary indexes, 12 secondary indexes, and 51 tertiary indexes. The 4 primary indexes included basic support capability, contingent construction, emergency response system construction and incident response ability, whose systematic weights were 0.496 8, 0.286 0, 0.119 0 and 0.098 3 respectively. The model exhibited high consistency, and the consistency ratio (CR) was equal to 0.0958 for the primary indexes and greater than 0.1 for secondary indexes. Conclusions The index system constructed in this study possesses a high credibility and practicability. It can provide a scientific basis for the construction of emergency response capability for public health emergencies in primary and middle schools.
